Joseph P. Tumulty was President Woodrow Wilson’s private secretary from 1911-1921. He served with Wilson in New Jersey and later became his White House Chief of Staff. During the negotiations for the treaty of Versailles and especially after Wilson’s stroke, Tumulty took on much of the day to day White House management.
